The Misrad Haklita (Ministry of Aliyah and Integration) appointment is one of the most important first steps for new immigrants in Israel. The Ministry of Aliyah and Immigrant Absorption (Misrad Ha’aliyah V’haklita) is responsible for providing government assistance to new immigrants and to returning residents. This appointment activates your benefits, including the Sal Klita (absorption basket) payments and access to integration services.

Who Needs an Appointment

At the Misrad HaKlita you will meet your personal counselor who will assist you during your first years in Israel. All new immigrants (Olim Chadashim) and returning residents need to schedule this appointment to access their benefits and establish their integration plan.

How to Book Your Appointment

For Immigrants from Abroad

Those who made Aliyah from abroad and received a Teudat Oleh/Teudat Zakaut at the airport can make an appointment over the phone by calling *2994. This is the primary method for new immigrants who arrived on regular Aliyah flights.

For Aliyah from Within Israel

Those who made Aliyah from within Israel need to first a fill out this online form for Misrad Haklita. If you made or are making Aliyah from within Israel, after receiving your Teudat Zeut number, you need to complete this form before your visit to the Misrad haKlita. Within two weeks of submitting it, you should receive a response regarding the scheduling of your appointment.

Important Note: The form can only be filled out using incognito mode in Google Chrome.

Essential Documents to Bring

Identification Document Bring your foreign passport and Teudat Oleh with you. Bank Account Details Bring your stamped Bank Account Authorization form with your account details including verification from the bank that a deposit was made.

Bank Account Requirement

In order to receive your benefits, you first need to have an active bank account. The bank account must be opened and activated before your Misrad Haklita appointment to begin receiving Sal Klita payments.

What Happens During Your Appointment

Meeting Your Absorption Counselor

Your counselor will provide you with a lot of information regarding your rights and benefits. You will also start to receive the Sal Klita payments and get a voucher for Ulpan. Together, you will build an absorption plan, which will be customized to your needs.

Benefits Activation

The appointment activates several key benefits:

Sal Klita (Absorption Basket): The Sal Klita is financial help provided by the Misrad Haklita (Ministry of Aliyah and Integration). The first payment* is received on your arrival to Israel at Ben Gurion Airport. Six subsequent monthly payments are then paid directly in to your bank account once you have given the Misrad Haklita your bank details.

Ulpan Voucher: You’ll receive authorization to register for government-subsidized Hebrew language courses.

Digital Access: You will receive expanded Internet access to your online account, such as access to your immigration file for the purpose of checking the expiration date of your rights (using a personal password), issuing of certificates, updating personal details from home, filling out forms and more.

Personalized Integration Plan

If necessary, you will receive information, assistance, accompaniment and advice regarding dealings with authorities and other organizations. You will be given the opportunity to provide personal feedback on the service as well.

Sal Klita Eligibility and Payments

Eligibility Requirements

This assistance is granted only to those who spent less than 24 months in Israel (consecutive or cumulative) during the three years prior to making Aliyah; and no longer than three years in Israel, during the seven years prior to making Aliyah.

Payment Schedule

After your first visit at Misrad HaKlita you will start receiving the monthly Sal Klita payments. The Absorption basket is paid during the first six months after making Aliyah, and is usually received into your bank account between the 1st and 15th of each month.

Payment Structure:

  • First payment received at Ben Gurion Airport (cash)
  • Subsequent monthly payments deposited into your Israeli bank account
  • Total of 6 months of financial support

Special Cases

If you are a Katin Chozer or a former A-1 temporary resident you will not receive your first payment at the airport, instead you will receive both initial payments via wire transfer after being issued a Teudat Oleh or a Teudat Zakaut at your local Misrad Haklita.
